This could also effect PCs with USB 3 ports as it appears that the HEX is not compatible with USB 3 for some reason. So, it seems that, for whatever reason, the HEX USB dongle doesn't play nicely or switch down when connected to a USB 3 port but works fine when a USB 2 hub is used to force the downgrade. I have been running VCDS with A Ross Tech Hex-USB for a couple of years on my MacBook Pro without any issues, running Windows XP in a VirtualBox machine. Thought I'd post this on here in case anyone else finds themselves with the same issue as I couldn't find a solution anywhere and wasted a couple of hours trying to figure it out.
